I am a little skeptical about constructing a backward-looking context graph based purely on structured data. Business decisions are not documented in a structured way. If we are lucky, it might be an email, sometimes it is something declared in a meeting. Most cases, it is unstated. Only govt. bureaucracies document decisions and consequences because of the fear of the audit and public scrutiny. As a result they are extremely slow and ineffecient.

no i mean you can figure out a fair bit from structured data - maybe a delta in costs somewhere. a delta in performance elsewhere. etc. etc.
